To be honest 90% of them are created equal. The things you should look for are a timer setting, a steamer option, non-stick (self-explanatory, but some people confuse rice cookers with crock-pots... -.-), a good warranty (N.B.!) and probably the second most-important thing - since we're high-carbers - to be quite deep, so you'd be able to stuff all sorts of yummy veggies and all. :)
I bought a Tefal one for £24.00 - very happy with it. It has all of the above options + 5-year warranty card. :)
I recommend something along the lines of these (the best being the 2nd option, IMO, due to volume):
